Instrument light woes

I did a bunch of work and while the steering wheel was off I replaced all 14 instrument lights since they are $1.10 ea. The ones on the gas gauge group which were all out are still out! Is there a next step?

make sure the bulbs are pushed in good, check for a bad solder connection, check for good wiring connection, make sure you did not put bad bulbs back in, LOL.
